Russia possesses some of the largest freshwater reserves on the planet, yet the country’s water industry tells a story of deep paradox. While the bottled water market shows impressive growth and the government launches ambitious federal projects, the core infrastructure that delivers water to the population is in a state of rapid deterioration. The Russian water industry is a sector under immense strain, characterized by aging networks, chronic underfunding, and a stark disparity between official statistics and the reality faced by millions of residents.

An Infrastructure on the Brink

The most critical challenge facing the industry is the degradation of its physical infrastructure. Most water treatment facilities and utility networks date back to the Soviet era, with the average age of equipment being a significant liability. According to expert estimates, approximately 80% of the country’s utility networks are in a state of disrepair, with wear and tear reaching up to 90% in certain areas. This is not merely a statistic; it translates into frequent and dangerous accidents, leaving thousands of people without heating, water, or electricity during freezing temperatures.

The rate of replacement is dangerously slow, effectively guaranteeing that the situation will worsen. While around 3% of networks become obsolete each year, only a fraction of that—between 0.9% and 1.1% of water pipes and an even lower 0.35%–0.38% of sewage pipes—are replaced annually. This means that the system is not being repaired but is merely experiencing emergency patchwork, with “new pipes wear[ing] out as quickly as old ones are replaced”. The backlog of water supply networks needing replacement has stagnated at around 250,000 kilometers, a clear sign that the problem is not being resolved.

The Clean Water Gap: A Human and Economic Cost

The crumbling infrastructure has a direct and severe impact on public health. In 2025, poor drinking water quality was linked to an estimated 12,400 premature deaths and approximately 1.5 million illnesses. The overall environmental hazards, including water pollution, caused about 21,600 premature deaths and generated an economic impact of 188.5 billion rubles ($2.57 billion).

Despite Russia’s natural wealth of fresh water, a significant portion of the population still lacks access to clean, safe drinking water. As of 2024, around 88.7% of the population has access to clean tap water, which still leaves roughly one in nine Russians, or about 16 million people, without safe water. This problem is most acute in rural areas, where access to safely managed water stands at 78.5%, compared to 95.43% in urban settings.

The crisis is also exacerbated by rising pollution. High and extremely high pollution cases in Russian water bodies rose sharply from 2,471 in 2022 to 3,095 in 2024, with the number of extremely high pollution cases almost doubling to 985. The Volga and Ob river basins are the most heavily impacted, containing over half of all such pollution incidents. A hydrotechnical engineer linked this surge to the government’s decision to reduce environmental inspections in 2023, a moratorium that effectively weakened oversight.

A Sector in the Red

The water supply and sanitation industry is in a state of financial distress. While the market for regulated services shows nominal growth of 8–11% per year, this is an illusion that doesn’t solve structural problems. Since 2018, the cost of providing cold water and wastewater services has risen by 85% and 92%, respectively, while tariffs have only increased by 45% and 58%. This growing gap has led to a situation where only 17% of water supply organizations and 18% of wastewater disposal organizations were profitable in 2024, with gross industry losses reaching 136 billion rubles.

The government’s flagship “Clean Water” program, which has spent roughly **200 billion rubles ($2.5 billion)** over five years, has been largely ineffective. While it has led to some improvements, it has been plagued by failures and corruption. For instance, under the “Volga Recovery” project, authorities built 139 treatment facilities at a cost of 127 billion rubles ($1.6 billion), but only six met the stated project standards. In the Yaroslavl region, none of the plants worked properly, and a criminal case was opened into the theft of 700 million rubles ($8.6 million).

The issue is further compounded by the overall investment climate. Major modernization projects are essentially postponed until at least 2030, and even then, they will only be possible “on a residual basis”. Meanwhile, military spending vastly outweighs state investment in utilities like water systems. In 2025, it was estimated that Russia’s military spending would exceed funding for the entire utilities sector—including water supply—by a factor of 15.

Government Initiatives and the Bottled Water Boom

Despite the grim outlook, the government is promoting a series of initiatives and projects. The new federal project “Water of Russia” aims to improve living conditions near water bodies for 23.2 million people by 2030, with a budget of about 24 billion rubles. The program focuses on constructing and reconstructing treatment facilities, clearing riverbeds, and strengthening banks. In parallel, projects under the “Infrastructure for Life” national project are working to build, modernize, and repair thousands of objects related to heat, water supply, and sanitation across the country.

One notable area of growth is the bottled water market, which presents a stark contrast to the failing public water systems. In 2024, the market for bottled and mineral water grew by 11.4%, driven by a similar increase in domestic production. The export of bottled water also rose by 18.4% in 2024, highlighting strong demand. This boom represents a coping mechanism for the public, who increasingly cannot trust their taps.


The Russian water industry is a sector in crisis. Although the country has some of the world’s largest freshwater reserves and occasional government programs, its aging infrastructure and chronic underfunding have led to a system on the verge of collapse. With pipes decaying faster than they can be replaced, a large portion of the population lacking safe water, and industry-wide financial losses, the gap between ambition and reality is stark. The situation is so severe that even official government plans suggest no systemic improvements can be expected until at least 2030, leaving millions of Russians to live with the consequences of a system that is failing them.
